I'm sorry that your iPod is not working currently. When yoou ask if the issue is because you are using Windows, can I ask which version of Windows? If you have Windows 7, 8 or 10, you should have no problem updating iTunes to the lastest version --- Get the latest version of iTunes - Apple Support.
If iTunes is already up to date, it's time to troubleshoot. When you say it's not working out, can you be more precise? At which step do you encounter an issue?
