I started working on a book in version 1.5 and found there is no way to manipulate the layouts. I would like to change the size of the frames (holds the picture), rotate them, move them around. Is this possible?
No, it is not possible. You can only change the fonts, but not change the layout of a page and add textfields. In Photos you have to pick a ltheme that is close to the layout you want, and then use it as it is. Photos has more themes than iPhoto had, so you should be able to find a theme with layouts you can use.
If you still have iPhoto installed (version 9.6.1 works on El Capitan), you can have your iPhoto books printed by another service. Just save the the finished book as a PDF and send it to Presto Photo or a similar service.

The feature is well supported in Costco Photo Books so did not imagine Apples Ease of Use would be so compromised. On the other hand, Photos 1.5 has better photo editing support than the Costco service.

I also checked out Costco and may start using them. I agree the photo editing is limited compared to Apple. However Apple does not allow any change to the layout, which they used to do.
