Q: Touch ID Broken: Locked Out of Settings

Touch ID used to work on my phone, but lately, for unknown reasons, it no longer recognizes anything. That's normally not too much of a problem because you can use your password instead. However, I recently came across some settings that can only be accessed through Touch ID. There's no other option to enter a password – it tells you to scan your finger or cancel. So, I am locked out. The settings in question are the Passwords and AutoFill Credit Cards sections under the Safari section of Settings.

So, how can I access these?

And, of course, how can I get Touch ID running again? I've tried cleaning it with alcohol and getting a new case, it still doesn't register any fingerprints. It does work on random occasions from time to time, but even then you have to wait awhile.
