Q: Apple ID Disabled only on iCloud Website?

I was recently locked out of my iCloud account. I waited the 24 hours to get the password reset link sent to my rescue email, and I was able to successfully change my password (and the security questions that I had forgotten about).

 

I am still unable to access the iCloud website, but my email works just fine on all of my devices. I changed my password again a second time, but the same "Your Apple ID has been disabled for security reasons. To enable your account, reset your password at iforgot.apple.com" message still appears.

 

Does anyone have any suggestions? Apple Support could not figure out why this was happening, or why I've been locked out of my email 3 times in 5 days.
