Q: How do I change the iCloud account login? It is set on my old email address and won’t let me do anything to it.
I can’t login to iCloud because I changed my email address several months ago. I changed my address with iCloud as well, but when I try to login with my phone it prompts me with the old email address. Since my password and old email address do not represent a valid account anymore I cannot login. My iPhone will not let me change the email address associated with the iTunes account. How do I fix this?

However, when I sign in to iCloud, it does not give me that option. It wants my password to the old email address, that I no longer have.
You are logged into the old version of the account (I assume that your post means that you've updated the primary email address on the account, and not created a new account) ? If you do and it's not accepting its password when trying to logout so that you can then log back in with the updated version of the account : If iCloud asks you for the password to your previous Apple ID - Apple Support
