Q: iPad 4th 4G No cellular

Hi, i got ipad 4 with 4g and there is no cellular data in settings, itunes installs wifi version ios not 4g, is it possible to fix ? On forum someone with ipad 3 had this issue and it was cellular radio failure, and there was no fix for that just replace.

But since my iPad doesnt have warranty how to fix it ?
