Thanks Csound1 Apple confirm it is unlocked O2 confirm it is unlocked but the "support" from TIM and WIND in Italy is very poor. So much so that I no longer feel a novice in comparison. I have a TIM Sim and had a live WIND sim all to no avail.Any suggestions?

Maybe it is locked, Apple do not unlock phones, so call O2.

Once the unlock is approved by the original carrier, there are additional steps that must be taken.
See this document: How to unlock your iPhone for use with another carrier - Apple Support
If, after following those steps, it does not work, contact Apple support directly. Confirm that O2 did, in fact, process the unlock request.
