I don't think it works with a credit card but if a person has an iTunes gift card credit in their account it can be used to pay for a purchase.

When he makes a purchase it is not automatically using his credit and I don't see where it gives us the option to a diff payment method. Do you know how to apply the gift card credits when purchasing a new app?

By "uploaded" do you mean he redeemed the iTunes Gift card to his account?

It will only use Gift Card Balance if there is enough to cover the purchase. It will do so automatically. Otherwise the excedent will be billed to the family organizers credit card.
Does the iTunes credit balance appear on his account?

You can't. Family Group members cannot use Credit Cards in their accounts to pay for items. They can use iTunes Credit available on their accounts but not their Credit Cards. Otherwise all purchases are charged to the family organizer's payment method.
If you need family members to pay for their purchases using their own credit cards, then you are using Family Sharing for something for which it was not intended.
