What is preventing you from deleting them? What album are they in on your device? What iOS are you running on the device?

This is probably synced photo albums from a computer you synced the iPad on.

If they're synchronized photos, unsync to get rid of them.

And if unsyncing them does not work, change your iTunes sync settings to not sync ANY photos, that will eliminate all synced photos for sure.  You can then change the sync settings to pull from a different folder/album on your computer.

PHotos that you synced on have to be synced off.

Connect your iPad to your computer and open up iTunes. Navigate to the summary tab (should be what it's called) and. You should see a folder selected to be synced. Deselect that folder and sync and the photos should go away

If you have a new computer and photos synced from your old one, you'll need to sync an empty folder as your photos folder which will replace the old photos on your iPad with the new 'nothing' photos in that folder.
