Sorry there is no way possible for you to insert your 6S sim card into an iPhone 4S... the 6S sim is smaller than the one that is used for an iPhone 4S.
since it is your uncle's old phone suggest you talk to him and find out what phone carrier he used.

I'll be more than happy to guide you in the right direction from here.
So the device message you are receiving is an indication of carrier specific activation-chain issues. It instructs you to contact the carrier for further assistance, as they are the one who handle the unlocking.
And to answer your question regarding finding out the carrier specific to your iOS device, usually you would want to ask the party which provided you the device, although you can also find this out easily by going into:
Settings > About > Carrier (It will be listed here)
The carrier will be listed there. If you are unable to view the settings, you certainly are able to give Apple support a call, they should be able to help and refer you to your carrier as well.

Contact Apple at 1-800-MY-IPHONE.Update: Just to clarify, since you posted you are using an iPhone 6s SIM, I'd like to mention that you more than likely need to order a SIM which will fit your device, you can typically request one by calling the carrier you'd like to use.
