Facetime should be installed by default. Turn it on in Settings > Facetime.
You need a Wi-Fi connection and an Apple ID.

Jul 22, 2016 5:12 AM in response to Moaz Elhadadby KiltedTim,Phones sold in the Middle East will have FaceTime removed if they become unlocked or are used outside of the country of original sale. Phones sold in UAE and KSA will not have FaceTime at all. There is nothing you can do to re-enable FaceTime if this is the case.
This is due to legal restrictions imposed by the governments in the region.

Jul 22, 2016 5:15 AM in response to Moaz Elhadadby bobseufert,Facetime is banned in the UAE. It is suppose to be impossible to add Facetime to a iPhone sold in a banned country. If it disappeared the only way to get it back is to return to Egypt.
