If your brother bought a used or gray market phone from an unauthorized source, then it could have originated in another market where FaceTime is allowed and so it is enabled on his phone.
Your phone however will never have FaceTime.

Jul 22, 2016 5:32 PM in response to timvargheseby ChrisJ4203,The ability to have FaceTime for devices purchased in the Middle East depend on where the device was supposed to be sold, and if you are using a carrier that does allow it. Some countries cannot have it at all, and some will allow it with specific carriers.
In general, devices with AE in the serial number will not have FaceTime, and there is no way for you to change that.

Jul 22, 2016 5:34 PM in response to timvargheseby iFunnyVlogger,Hello. FaceTime is a default app on your iPhone. But, you can turn it off and on from settings. Go on your phone and try this.
Open settings > General tab > Restrictions > Make sure that FaceTime AND camera is on
Hopefully that works

While Facetime was originally prohibited in Qatar in 2010, it is now allowed. Only phones bought in Saudi Arabia, the United Arab Emirates, and Pakistan come with FT disabled. You will have to contact your carrier as some carriers do not support it regardless.

Was this an Authorized Apple reseller or not? If not, then your phones may have originated in very different original retail markets.
