What are you trying to use as your payment method, credit or debit ? As you say 'i have money in' I assume that it's a debit card or a prepaid card, in which case that might be why it's being declined.

For a card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you are (and therefore the country which is on your iTunes account).

Is the card currently on your account ? If it is have you tried just logging into the account, not when trying to download something, and seeing if you get the 'none' option so that you can remove it : Change or remove your Apple ID payment information - Apple Support ? Or do you have a different card that you could try ?

Not all debit cards are accepted as a payment method for iTunes. Also, it is not iTunes that is declining the card, it is the financial institution. You can double-check with iTunes support to see if they can explain the problem, otherwise it would be a good idea to contact your financial institution, they can explain the issue.

Not all Visa branded cards are the same, and not all are accepted. The financial institution is the place that issued/guaranteed your card.

So you are saying that you have used that debit card with iTunes in the past? Have you made sure the expiration date and CSV are correct in your account. If you have, then I suggest you contact iTunes support for assistance. https://www.apple.com/emea/support/itunes/contact.html

I'm not sure what you are referring to as far as being unable to access your email, but using the link I provided you will allow you to send a request to iTunes support for them to contact you regarding your issue. I also suggest contacting the bank, they can also answer some questions about the transaction.
