Q: How do I put my photos from one device to another?

MY iPod recently got stolen, I assume. Find my phone is  helpful at all for ipods. So I was wondering if I could transfer my photo library from my iPod onto my new ipad. They are both signed in under the same Apple ID and all that jazz.

    Yes, see:

Transfer content from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support

    Just note the limitations

Can I use my device's backup for another kind of device, like an iPhone backup for an iPad?

While you can restore a device from a backup of another kind of device, like using an iPad backup for an iPhone, certain types of content won't transfer. This content includes photos, Messages, attachments in Messages, Voice Memos, and apps that aren't compatible with the device that you’re setting up. For example, apps compatible only with iPad won't transfer to your iPhone.

Do yo have the photos on a computer or in iCloud Photos? If so you can sync them from a computer use iCloud Photos library with the same iPod on the iPad.

Also, if yo used PhotoStream on the iPod the last 30 days of photos will be streamed to the iPad if using the same ID
