as you can see it tells me it is trying to UpLoad 2,213 items !!!!!!! where is it trying to send these items to ?, and why doesnt it get on and do it ?, I have 1tb of iCloud storage space and believe me there is loads of room !
And below is yet another Screenshot, again i had to email it to myself !!!

Howdy Demo, i logged into iCloud.com and the contents of Photos is identical to that in my Photos App on my MBP
but the contents of my iPhones Photos App is quite a bit different ?, that doesnt sound right ?
I did try to Delete a few Photos, but i couldnt delete them, due to a Server Error !!!!!
I certainly can't swear to it, but the server error may explain why you are having the problem. If you are close enough to an Apple Store, I would bite the bullet and make the appointment.
On the iCloud homepage are Icons for Pages, Numbers and Keynote, i opened each of these in turn, it behaved as if i had never used these Apps before ! but i knew i had !.
I then click on the iCloud Drive icon, where there are folders for Pages, Numbers and Keynote and inside each of these folders are Files that i have created for each of these 3 Apps. does that make sense ?
That makes perfect sense to me. You can use the iCloud apps even if you don't have the iWorks apps on another device.
Use iWork with iCloud Drive - Apple Support
iCloud Drive stores files that you have created on other devices. There can be files in there from any app that works with iCloud.
