Try restarting both your iPhone and your watch. Turn both devices off first, then restart your iPhone before restarting your watch:
- To turn your watch off: press and hold the side button until you see the Power Off slider; drag the slider to turn off.
- To turn it back on: press and hold the side button until you see the Apple logo.
If that does not work, try unpairing and re-pairing your watch:
- The Apple Watch app on your iPhone takes watch backups automatically, including a fresh one when unpairing. When setting it up again, choose to restore it from backup when offered the option. Most data and settings will be restored, with some exceptions (eg Apple Pay cards, passcode).

I suspect that this is an intended or unintended effect of the "Exchange passcode policy" for the phone being propagated to the watch and not only requiring the passcode, but also disabling the wrist detection.
Requiring a passcode when the watch is removed from the arm is fine, but with the watch locking even when on the arm, not only do I need to enter the passcode whenever I want to do something, I also don't receive any notifications, which makes the watch useless!

HOWEVER:
I decided to check if it was the policy that was the problem and removed the company email account.
The problem still occured.
I reset my watch again and selected "install as a new watch"
The problem still occured.
Then I disabled the "wrist detection" option intending to turn it on again and see if that helped, and strangely enough having it turned off seems to disable the passcode completely. The watch still detects when I look at it, and doesn't lock while on the arm.
Turning wrist detection on again immediately causes the instant lock behavior.
Anyway, if anyone else has the same problem, to get around it, try turning "wrist detection" off (Sorry, I don't know the exact English name of the option) and see if that helps you as well.

- On your iPhone, in the Watch app, go to: My Watch (tab) > General > Wrist Detection - turn on.
- On your iPhone, in the Watch app, go to: My Watch > Passcode > Turn Passcode on.
- Also on the Passcode settings screen, enable Unlock with iPhone.
After putting it on your wrist, your watch should then unlock after whatever you do first: either unlocking your watch manually (by entering the passcode) or unlocking your iPhone.
It should then remain unlocked (including when the screen is asleep) until you remove it from your wrist. When you remove your watch, it should lock automatically.
If the watch does not behave as expected, check that you are wearing it sufficiently snugly. If worn too loosely, your watch may believe that it has been removed from your wrist. With passcode also enabled, it would then lock automatically. Sensor performance can also be affected by temporary or permanent changes to your skin, such as some wrist tattoos.

The watch's behaviour (in terms of locking and unlocking) does not change depending on whether or not cards have been added to Apple Pay.
However, Passcode must be turned on in order to be able to use Apple Pay on the watch. Having added cards to Apple Pay on the watch, turning off Passcode would automatically remove those cards.
