To see which apps and features you can restrict, go to Settings > General > Restrictions. Here you can turn on or off restrictions for the listed apps and features.

I know that some parents subscribe to the OpenDNS service, which includes parental controls. That might work for your home WiFi, but not if they can connect to other networks.
