Jul 28, 2016 5:41 PM in response to Paul Mckeonby ERocket06,★HelpfulForced Restart is a last ditch effort if a device becomes unresponsive. Many times this will realign onboard iOS based service issues, but is not a go to for initial troubleshooting.
The other option is to back up your iPad, restore your iPad to factory settings, and update Firmware.
Once Firmware is upgraded, check functionality of desired onboard service.
If split screen works after that, Restore your iPad from backup and your content and settings will then be restored.

While multitasking, slide over and split screen are all a part of iOS, these multitasking functions have to be programmed into apps on a per app basis.
If your iPad is full of apps that do not have these multitasking functions as part of the app, then the app developer has not added these multitask functions to their apps.
You would need to contact each app developer to find out if there are any updates comimg that will add any or all of the multitasking features.
