Q: Blurry images in bookmark and websites

I'm having a issue with my MacBook Pro (Retina, 13-inch, Early 2015) running OS X El Capitan 10.11.6 to resolve this issue I restarted my laptop twice and it hasn't done anything. Im having these issues on both chrome and safari.

Might be due to Safari extensions and / or third party plug-ins.

Help here > If Safari is slow, stops responding, quits unexpectedly, or has other issues - Apple Support

I don't have any extensions on safari and there isn't anything in my Internet Plug-Ins other then Default Browser.plugin and nslQTScriptablePlugin.xptQuickTime Plugin.plugin. are both in the disabled plug-ins I couldn't find QuartzComposer.webplugin other then that Methods,ScriptingAdditions where clean and I also couldnt find InputManagers.
