The 42gB storage refers to Cloud space, whereas you need space on your iPhone. You will need to remove/transfer existing content to make room.

are you trying to use iCloud storage as additional storage for the RAM in iOS device to fill it with more applications?

The iCloud additional storage is for backups, documents, music, videos, essentially your data, but it does not add application storage to the device that was not on the device, it hosts you user data. you can move your data into the cloud to free up space on the iOS device to download more applications.
