Are you certain you checked in the iOS (iTunes) App Store, and not the Mac App Store? The Mac and the iPad use different versions of Pages, Numbers, Keynote that must be purchased separately.
If you purchased the iOS versions (for iPad), then open the App Store on the iPad, click "Updates" in the lower right, then "Purchases", and if these items are on the "not on this iPad" tab, download them from there (assuming you have storage space available on the iPad to contain them).
