A few things
1) The Apple TV has no on/off functionality. The Apple TV may be placed in sleep mode by holding down the home button on your remote (this is true for the 4th generation Apple TV with Siri Remote as well as the 3rd generation Apple TV). If you want the device to be completely powered down, you will have to unplug it from the power outlet.
2) If you are not seeing your iPad listed under Airplay, please make sure that your iPad and Apple TV are on the same network. The Apple TV (or any Airplay receiver) can only see devices that are on the same network. If your iPad is already on the same network and still not appearing, try resetting your iPad by holding down the sleep/wake button until prompted on-screen to "slide to power off." Once you have powered off the iPad, turn it back on by holding down the sleep/wake button until the Apple logo appears on the screen.

AirPlay require a wifi connection does not work across the Internet and rely on some ports in your wifi network to be open
