My Apple ID keeps asking for payment on free apps?

    Without any information it's difficult to say. What exactly happens when you try to download free apps ? Is this the first time that you've tried to download something on the account (payment details might be asked for depending upon how you created the account) ? Do you currently have payment details on the account and are being asked to confirm or update them (any payment details have to be valid and complete whenever you try to download anything) ? Though payment details might be being asked for it doesn't mean that you will be charged (except for a temporary store holding charge, which your card issuer should automatically remove)

    Apple just asks for verification in the instance that you do want to buy an app. The system will not let the app download or install unless there is a credit card registered with your account.

    No, you don't have to have card details on an account, accounts can be created and used without ever having entered card details on them.

    It's not asking for a payment for this app, it's just asking for your payment info to update your account. If you want, you can select None as a payment method for an Apple ID and just confirm you want it to stay that way when you download your first app : Change or remove your Apple ID payment information - Apple Support
