Q: Default mail program not sticking

Hi all,

I changed my default mail application within the Mail app, and the change isn't sticking.  After closing the window and restarting the mail app, the change always reverts back to using mail rather than Outlook.

Is anyone else experiencing this?  This is on El Cap 10.11.6.
