By 'when I going to check bills I didn't find in store' do you mean that you've checked your account's purchase history : See your purchase history in the iTunes Store ?

If nothing shows then do you have other items purchased e.g. iTunes Match or iCloud upgrades : How iTunes Store charges might look on credit and debit card statements ?

I was not able to Activate my iPhone 4 without valid iTune id i.e with credit card details.

So when I associated my credit card information with iTunes for using iStore, it deducted 60 Rs

And again 60 Rs when I removed the credit card information selecting "None"

Though I did not see any "PURCHASED" items in History, money deducted without my confirmation (No OTP or credential or Password) it is rediculous !!

They are temporary store holding charges (to check that the card details are valid and that the card is active), your card issuer should remove them from your card within a few days or so (the time varies by card issuer.
