Feb 27, 2016 8:28 AM in response to jameseleeby doug_a,This worked for me. Still took 8 days to complete the back-up. I just waited it out. It would pause the restore when I was on cell service and resume when on Wi-Fi. I checked progress by looking at how many photos and songs were on the phone.

Can you tell how to access that log file? It appears to be something like a system.log?
I'm using Xcode 7.2.1 to access the log files on an iPhone 6S iOS 9.01 but it I'm only able to find some crash logs.

Go to Settings on the iWhatever
Now go to the iCloud settings.
On this screen you need to go to Backup.
On the next screen tap on Stop Restoring iWhatever.
A pop up will ask if you want to stop the Restore, with a warning. Tap on Stop.
After you finish this step you will no longer see warnings about an iCloud restore in progress and you will be able to use your phone like normal. This is not a process you can reverse, but you can always restore from the old iCloud backup before you make a new one.

Apple says that it's a software issue and that the phone has to be setup as new but I don't feel that I should have to lose out on the music I've collected and the photo and video memories I've shared over the past TEN YEARS! Apple should offer a service that will debug your software while preserving your content. I'd even pay for it if I had to. Or better yet iCloud should scan your software when you create a backup and offer to fix it or automatically fix it when you backup. I refuse to believe that a company worth over $100 billion can't figure out how to fix THEIR corrupted software.

Jun 21, 2016 7:48 AM in response to doug_aby CO Savage,This comment is spot on for my case. I lost iPhone 5. Restored 8GB to new iPhone 6 from iCloud. It took 7 days while I was still able to use the phone during that week. I just couldn't access photos and music which seemed to be taking the longest to load.

One thing I have learned that seems to help, is when the restoring of your apps seems "stuck", as in they seem to be endlessly in "Waiting" mode and none of them are in progress or "installing". Is to reboot (literally power off and back on). You can then touch one of the dimmed icons and it will go immediately into installing mode, and the process seems to kick in for all the other uninstalled apps as well.

Aug 2, 2016 4:51 AM in response to Yefchakby Christopher Fiscella,Was having the same exact problem. Waiting for 2 days with minimal movement on the restore. The solution for me was to turn off the phone and turn it back on. Not a hard reset, just hold down the side button and swipe to turn off, wait 30 seconds and power back on. Everything restored in about 30 minutes after that.
