Welcome to Apple Support Communities, and congratulations on your new iPhone 6S! Setting a custom voicemail greeting is a great way to make your new phone your own, and I would be happy to help in any way I can.
You mentioned tapping Custom > Record and said that nothing happens. Is the record bar moving from left to right at all after you tap "Record"? Your message can be up to 1-2 minutes in length, so the red bar does move quite slowly. Once you're done speaking your greeting, you can tap "Stop" on the right, then "Play" on the left to listen to it. If you like the greeting you recorded, then tap "Save" in the upper right corner. If the word "Record" is gray instead of blue, or you're not seeing a check mark next to "Custom" when you tap it, please let us know, so we can look into this further with you.
