Contact the store support staff at http://www.apple.com/emea/support/iTunes/contact.html they are very good at these issues.

$10.99 is probably iCloud Storage. On your bill, this will show as iTunes instead of iCloud.

Generally, looking on the device isn't going to help you locate the source of the charge. I recommend reviewing your purchase history. If you see something in there you don't recognize, then I'd contact Apple as Ralph mentioned.
