Q: contacts won't sync with all devices
A couple of months ago, I discovered that Contacts on my MBP wouldn't sync with iCloud or my iPhone 6 or my iPad Air or my MBA even though I had everything turned on in Settings>iCloud on all devices. I tested the problem by creating new contacts and editing existing contacts to see what updated and what didn't. If I created a new or edited an existing contact on my iPhone, iPad or MBA, every devise updated except for my MBP. If I created a new or edited an existing contact on my MBP, none of the other devices updated. I posted the issue but got no responses so I thought I might be alone with this problem
Now, I see the same thing happening with my MBA. The other day, I created a new contact on my MBA and it didn't go to my iPhone or iPad.
Is there a known bug in the sync program? I have the latest iOS installed on my iPhone and iPad and 10.11.6 on my MBA and MBP.

Try going to System Preferences/iCloud and stop syncing. Wait a couple of minutes, then recheck syncing.
Have you tried signing out of iCloud and then sign back in?
