Q: Songs in playlist won't download to iPhone
I have created a playlist on iTunes using my desktop. I connected my iPhone to my computer and drag-and-dropped the playlist into "My iPhone". It has the little outlined circles pictured here, however it is not loading at all. I have about 800 MB on my iPhone and there were about 26 songs in the playlist. I've been working on this all day, SUPER stressful. Please help.

I assume you created the playlist according to:
iTunes 12 for Windows: Create a playlist
The next step would be to sync your playlist according to the link at the bottom of that article:
iTunes 12 for Windows: Sync iPod, iPhone, or iPad
or
Sync your iPhone, iPad, or iPod touch with iTunes on your computer using USB - Apple Support
