With the numerous kernel panics that are being reported, it might already be too late because it might have already damage the data and operating system so bad on the disk so as to cause kernel panics.
After uninstalling CMM3, run and post another EtreCheck report.

You have removed CleanMyMac from your Mac. It's still there.
After you've followed the developers instructions to remove CleanMyMac, rerun Etrecheck to see if CleanMyMac is gone before posting the new report.

You can check to see if you've removed all of the files by downloading and running Find Any File to search for any files with the application's name and the developer's name in the file name. For example for CleanMyMac you'd do two searches:
1 - Name contains cleanmymac
2 - Name contains macpaw
Any files that are found can be dragged from the search results window to the Desktop for deletion.
FAF can search areas that Spotlight can't like invisible folders, system folders and packages.
Then reboot and check to see if the restarting continues.

You seem to be having issues with Safari (which should not affect the restarting). Download and install the Download OS X El Capitan 10.11.4 Combo Update which will install a new Safari application.
Also your Flash Player is out of date. Update it at this Adobe site: http://www.adobe.com/software/flash/about/..
I see nothing in the current report that would point to the restarting issues It's time to make an appointment at the nearest Apple Genius Bar for a free diagnosis.

Also, not being a fan of Google apps since they tend to be resource hogs and not secure, here's my recommendation about them:

Google is known to "phone home" with users data as was found out with this new Google Photos service: Google Photos may be free — but there's still a cost.
Just some food for thought.
You are running the minimum RAM for El Captian on a computer that old. Although the report doesn't indicate a memory issue upping the RAM should show an improvement in app performance. The the memory pressure in Activity Monitor and if it's steady and in the green adding RAM would be the last thing I'd do.
How big is your Photos library? Does is pinwheel all the time or only when doing certain functions? Is the library located on the boot drive?
Have you tried repairing the library according to this Apple document: Repair Your Library.
Warning: If you use iCloud Photo Library with Photos, this action will cause Photos to upload all your pictures again (from Fix missing or incorrect thumbnails in Photos - Apple Support).

I run Chrome as my default, I got tired of worrying whether the Flash Update was a virus or not. I dumped my history and cookies and cache while I was poking around to opt out of the voice search thingy, maybe that'll help too.
Removed all launch items.
My iPhotos library is 69 GBs, and the Photos library is 62GBs; I removed most of my "tourist" pix hoping to increase speed. (I am an Art Director, you know how we like pictures.)
Its location is: Mac HD>users>me>Pictures>PhotoLibrary.
It pinwheels only on start-up, I tried to time it, it's about three minutes. Then it works okay.
Lately double-clicking a screengrab to open it has been taking longer than it should, too. The whole workings of the computer has slowed down, no longer do I get that satisfying instant response to commands.
I have not repaired the Pix Library, will do it now.

which is
MacHD> Applications> Photos.
iPhotos also resides there, and when I clicked to see contents, it told me that I was running an old version not compatible with El Cap, and would not open until I updated. I did nothing. Could this indeed be the problem?
Trying to repair Photo app now.
