ipad2 in U.K. is giving its location as Switzerland, thereby preventing access to those websites with restricted territories.

Check Settings > General > Language & Region > is the settings here correct?

Is your Safari giving you trouble?
Settings > Safari > Clear History and Website Data
Then do a
Force Restart
