Note: iPad is not a storage device. You cannot sync what you have on iPad to a new computer.
Syncing is one way only: computer iTunes -> iPad/iPhone/iPod touch except music bought from iTunes.

The only version of iTunes for Vista is from about 2008 or so and it will not work with an iOS 9 device. You cannot load a copy of iTunes in Vista that would be compatible with any device running iOS 9.
You will need to find a newer windows machine, or upgrade to at least windows 7.

Yes, unfortunately Vista is a little too old to run the current version of iTunes.
THe OP could try to get 12.1.3 for Vista, but not sure they'll be able to update to 12.4.1 which is the latest.
Download iTunes 12.1.3 for Windows (64-bit)

- Windows XP Service Pack 3 or later and 32-bit editions of Windows Vista
