I understand that your wife has updated her iPhone to iOS 9.3.3 and now she no longer sees her contacts or notes. I know that it's important to have this information readily available, so I'm happy to provide some direction to help with this.
If she was using iCloud to sync her data, then first log into iCloud.com and ensure that it's still present. If it is, then check out the troubleshooting steps we have for iCloud here:
Get help using iCloud Contacts, Calendars, or Reminders - Apple Support
If she was using a different account to sync, such as Google, Yahoo, or MSN/Hotmail, then open Settings > Mail, Contacts, Calendars, select the account, and ensure that the items you'd like to sync are enabled.
If neither of these is the case, but she has a recent backup with this information available, then she may be able to restore from that backup to retrieve her data. See more about how to do that here:

I have a similar problem, since "updating" to iOS 9.3.3 :
- I've lost some contacts - apparently mostly recent ones, so I suspect an earlier ICloud backup was restored (for the last year I turned off ICloud backup so that I would have sync with my Outlook contacts)
- when I enter a new contact, the various kinds of equipment with which to associate a given phone number don't include anymore "IPhone" ! Surprisingly for old contacts the "IPhone" label still exists.
