Q: 9000+  photos keep uploading to iCloud

My Macbook, after no wifi for a day or two, uploads all my 9000+ photos to iCloud again after I connect to wifi again.

This process takes days.

Why does this keep happening?

Any help is appreciated.

hard to say - have you ever completely uploaded everything or has the initial upload been interrupted? What upgraded your software or repaired your library or restored a backup? Unless you provide compete context and details no one can guess

This is the six time the photos have completely uploaded again.

I have not done any of the things you listed above.

I have, however, not had wifi for a few days, added 483 photos to Photos app on my Macbook, then reconnected to wifi.

Initially its said 483 photos were uploading, then when I checked and hour later it had jumped to 9356 which is my whole collection of photographs.

This process takes days to complete.

Wheer is your Photos Library stored?  If you are keeping it on an unsupported volume or accessing it from another user account, so the permissions need repairing, Photos will just repair the library on its own, and the repair will result in a new upload.

Any external drive you are using with Photos needs to be formatted MacOS Extended (Journaled) and it must not be a synced location.

See Apple's document:  Updating from iPhoto to Photos for OS X - Apple Support

If you store your Photos library in a location that's part of a cloud service (for example, Dropbox, Box, or Google Drive), your library might be damaged by the syncing process. As a result, you could lose photos.

To see your photos on all your devices, you can use iCloud Photo Library. To back up your library, you can use Time Machine.

My photo library is stored in iCloud and I have download originals to this Mac ticked in preferences.
