I'd definitely want my pictures and iCloud syncing up. I have so many memories that need saving and want to have access to them. We can try a few things!
Since you've tried iCloud.com and the pictures show up there, let's quit the Photos app with Command-Q or from the Photos menu next to the logo at the top left. Choose Quit Photos. Then re-open to test if it refreshes.
If it's the same, then quit Photos again, and then restart the computer from the menu at the top left. Once it's back on, open Photos again to test.
After doing those, if it's still the same, see if you can connect to a different network, Wi-Fi or Ethernet before trying restarting into safe mode: Try safe mode if your Mac doesn't finish starting up - Apple Support

Have you tried signing out of iCloud and then sign back in?
