What exactly is the problem ? Are you also being prompted to review the account and enter payment details ? If you are then have you done so, are your details accepted - if they are you should be able to then remove them.

If it's a debit card, or a prepaid card, it might not be accepted. For a card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you are (and therefore the country which is on your iTunes account).

A debit card might work (if it meets the above conditions) - but not all seem to still work, and they might not work at all in some countries.

Is this a new account that you are trying to use in the store for the first time ? If you are being prompted to enter payment details you will need to enter valid details before the account can be used, only after that will you get the 'none' option.
