    It can. Especially if things need to be downloaded over a slower connection.

     

    When there's an iOS update I do it via iTunes, so it downloads the whole operating system. Usually takes me about an hour per device since that operating system file is a gig to a gig and a half.

    Skydiver119 alluded to an aspect of the recovery process that is sometimes not expected. Recovery consists of re-flashing the entire iOS package on the device (this is one reason why it's only done on a PC/Mac). If the latest iOS version your device qualifies for is not already downloaded on your PC/Mac, it will need to be downloaded from Apple's servers. The full iOS update can be quite large @~2GB (depending on the device). If you have a slow internet connection, the recovery process will take longer than if the newest iOS version was already downloaded on your PC/Mac.
