Thanks for asking your question here in the Apple Support Communities! I am happy to offer some info about your pictures.
The first thing we want to ensure is that all your data is safe. You can make a backup in iCloud or iTunes. Use this article for help with that: How to back up your iPhone, iPad, and iPod touch.
The next thing you want to do is to open this help article from Apple. Import photos and videos from your iPhone, iPad, or iPod touch. This article is broken up into a few different sections based on whether you use iCloud Photo Library or not. Only being able to import 300 or so pictures out of your 1200 would make sense if you have iCloud Photo Library enabled. The reason that would happen is because your pictures are already stored in iCloud, and being synced to your iPhone, which is why you can't import them. They would also show in iCloud.com, and the iCloud for Windows app. If you need to download and install iCloud for Windows, please open this help article: Download iCloud for Windows. For more info about iCloud for Windows, please see this help article: What is iCloud for Windows?. To ensure you have iCloud for Windows set up properly on all your devices, please check this help article: Set up iCloud on all your devices. The rest is automatic.
If you do not use iCloud for Windows or do not wish to use the iCloud for Windows app, please check this help article from Apple to import them using Windows Photo Gallery: Import photos and videos from your iPhone, iPad, or iPod touch. But, if you already enabled iCloud Photo Library, you will need to use this section for iCloud Photo Library of that help article: Import photos and videos from your iPhone, iPad, or iPod touch.
