Thanks for that info and choosing the Apple Support Communities. I know how important getting your music working properly again! Based on what you stated, it seems you may be having issues with Apple Music in iTunes on your Windows computer where the songs are showing up with a cloud to download them and the playlists not showing up at all. It sounds like to me iCloud Music Library may need to be enabled to show your music again:

Aug 7, 2016 11:14 AM in response to jdo_appleby mattyfresh,when I go into the general tab under preferences there isn't a check box for iCloud Music. Also, this doesn't explain or tell me why I don't have my playlists anymore and am I going to have to set those all up again? Very frustrating that I have thousands of songs that I can't access without downloading each one from the cloud all over again

Open a different iTunes Library file or create a new one
Otherwise you may need to contact AppleCare support to get some hands on help:
