Not sure what you are asking.
Please explain

When i go into the storage setting, it says I've used 7.8GB and have 3.8 GB left.
In the Icloud storage setting i have 50 GB available.
It won't let me purchase a movie from the I store.
I have probably 3 apps on this thing. Just seems weird that I've used up so much storage to where I can't download a movie. I can't even see enough apps in the settings that I could delete that get anywhere close to 7.8 GB. Probably adds up to 1 GB. Can you download a move from the I Store and it gets stored in your cloud gb?

If you want the movie to be on your iPhone, then you need enough room on your iPhone for the movie.
