Have you tried signing out of iCloud and then sign back in?

Thanks for checking out the Apple Support Communities! I understand you're having trouble saving photos to iCloud from your iPod touch. I can understand wanting to make sure you're able to save your photos so that you don't lose anything and I'm happy to provide some suggestions to help.
If you're trying to save photos from your iPod touch 4th generation, it sounds like you're referring to the iCloud Photo Stream. There are some limitations to My Photo Stream though. You can see that information here:

To conserve storage space, My Photo Stream stores your last 30 days of photos and lets you collect up to 1,000 on your iPhone, iPad, and iPod touch. Your Mac and Windows computers can automatically download and permanently keep every picture from My Photo Stream.
This means that if the photos on your iPod touch were taken later than 30 days ago, they may not be available to upload to your Photo Stream. If your computer and iPhone are running newer software, they may be using the iCloud Photo Library service which can work with Photo Stream on newer devices. One other option that you have, if you're having trouble uploading the photos to iCloud, is to import the photos from your iPod touch to your computer via USB cable. You can find the steps for importing to both Mac and PC here:

I have been trying all sorts of things and somehow my photos have magically appeared on icloud.... so I can't be sure that it was YOUR suggestion that worked, but it certainly helped! Situation resolved.

I'm totally confused by the structure of iCloud but the photos I wanted suddenly appeared in the iCloud photos folder. Not sure what worked, but something did, and I'm happy! Lots to learn about using iCloud effectively....
