I lost my phone. Can I download the Find My Phone app onto my phone from my computer so I can use this app to find my phone?

you don't need the app if you enabled this on your phone already.
just go to iCloud from any device and log in
https://www.apple.com/support/icloud/find-my-iphone-ipad-ipod-mac/

if it's not enabled on your phone you will need to contact apple
