I tried over several days, changed DNS settings, followed every bit of online advice I could find, didn't make any difference. Sometime it would load as much as 200Mb then just "fail".
What DID work was I used my 4G phone, hot spotted it to the laptop, used the phone as the link.... 2 to 3 hours later all 6GB of El Capitan downloaded. Massive relief
It might be worth a try, it worked for me. Good luck, I know how frustrating it is!

HAS to be Apple's servers!
