You can request for a refund for in-app purchases if its within a reasonable amount of time since the purchase and for a good reason. I don't know the whole story about being "scammed." If you feel scammed about something on Apple.com, I'd recommend calling the customer service support phone number (800–692–7753) or by chatting with them online.

After Google searching the number, I've got a bad feeling about it as well. You should contact every place where your information is compromised so you can change the information right away. I'd recommend calling the real IRS and see what they have to say. Anything with your apple account can be solved through online customer service or iTunes support portal. Another person provided a link how to deal with when your account is compromised.
