Q: Can I use a 1TB Time Machine back up to restore to a new Macbook Pro with a 128GB flash drive?

My old Macbook Pro with a 1TB drive died. My new Macbook Pro has a 128GB flash drive. How do I use my 1TB time Machine drive to restore the new Mac?
