You state you have OS X 10.5.4 which does not support the Photos application that you state you have- What version of the OS and of Photos do you have?
Have you verified the print products country in the Photos preferences? and does it match the billing address and shipping address country?

Aug 12, 2016 7:32 AM in response to LarryHNby jimf2338,I have the latest versions of the OS and Photos. The correct country, USA, is selected in preferences. The store still shows closed when I tried again to order the book. But, I see no discussion or notice of the store being closed elsewhere.
