Q: Can't install OS: "This Apple ID has not yet been used"

I just got my first Mac yesterday, a used mid 2010 Macbook. It's in great shape, works fine, I was briefly very pleased with my purchase. Then I tried to reformat/reinstall, as one does whenever buying a used computer.

I followed the instructions here: https://support.apple.com/en-us/HT204904 and when I got to step three, after wiping the hard drive, it wouldn't let me install the OS. It wanted me to log in first with my Apple ID, so I made an Apple ID, but now it keeps giving me an error, "This Apple ID has not yet been used in the App store" and then it gives me the option to either cancel or "review". Clicking cancel just cancels the installation, clicking review also just cancels the installation.

The instructions on that page say that an ID isn't necessary, but there's no way that I can see to avoid it. There's a suggestion that maybe I could avoid the login by going to Recovery, rather than Internet Recovery, but both Cmd+R and Cmd+Option+R give me Internet Recovery. I can't see any way to get to regular Recovery.

I've had a suggestion to install from disk, but I don't have any disks. If I could download them from somewhere and burn them then that would be fine, but the instructions on that page are pretty clear that it shouldn't be necessary to use disks. I should be able to do this without logging in.

So... what up with that? Where do I go from here? Is there a way to get to regular recovery? Or to get around the Apple ID thing?
