Q: I dropped my iphone5s in water. I turned it off and put it in rice, but the white restart screen keeps coming up, even though i have not touched the power button since i turned it off

I tried restarting it to see if that would make the screen stop coming up, but it had no effect. Also, theres a chip in the top right hand corner about the size of a dime (maybe smaller) is there any way i can salvage it???
