Q: iPad mini needing re-activation?

After a couple of years of use my iPad mini is saying it's not activated. It says "Your iPad could not be activated because the activation server cannot be reached. I cannot get past this screen. It acts like it's never been activated.

Hi
Try a reboot press & hold power button & menu button hold both down until
You see apple logo this can take 30 seconds .

Tried that and when it comes back on it says activation required. I can still unlock it so it recognizes my passcode and I appear to be connected to wifi, just cannot connect to the activation server. I've been trying since last night.

Hi
Make sure your PC is running the latest itunes 12.4.4
Turn ipad off.
Connect lead to USB on your PC
Press& hold power button down on iPad don,t let go
Connect lead to iPad keep power button pressed down until PC sees ipad.
Then wait for restore you may need to do this more than once before it works.
